Billy Plauche: Samuel W. "Billy" Plauche is a partner in the Seattle law firm of Buck and Gordon, LL.P. Billy's practice focuses on complex land use and environmental regulatory issues, and includes administrative and judicial litigation. Before joining Buck & Gordon, Billy was a trial attorney with the United States Department of Justice, Environment and Natural Resources Division, Environmental Defense Section. While at Justice, he represented federal clients in civil litigation matters in federal court, including wetlands, Superfund cost recovery actions, and Clean Air Act challenges. He has appeared before numerous state and federal trial courts and courts of appeal, as well as various Washington State administrative tribunals, including the Growth Management Hearings Boards, the Pollution Control Hearings Board, the Shorelines Hearings Board, and numerous local governmental bodies. He received a B.A. and J.D. from Louisiana State University and clerked for the Honorable Frank J. Polozola, U.S. District Court for the Middle District of Louisiana, prior to working with the Justice Department.
John Pendergrass: John Pendergrass joined ELI as a Senior Attorney in July of 1988. He is the Director of ELI's Center for State, Local, and Regional Environmental Programs. Mr. Pendergrass has also been a law professor, an associate in a law firm, and an attorney with the U.S. Department of the Interior. He received his J.D. from Case Western Reserve University Law School and graduated from Michigan State University, with a B.S. in environmental science.
